Our funding primarily comes from fee-for-service public contracts and private investments in our 5-year strategic plan. These investments come from a diverse group of stakeholders, including small and large companies, local banking institutions, and construction and engineering firms, all committed to our vision for a prosperous Boone County.

JOB DESCRIPTION: CEO

The Boone County Economic Development Corporation (Boone EDC) is seeking an innovative and dynamic leader to serve as its next Chief Executive Officer. The CEO will spearhead the strategic vision and direction of the organization, creating sustainable economic growth, and enhancing the quality of life in Boone County. The ideal candidate will possess a strong blend of leadership, mentorship, and strategic insights, and will have a proven track record in economic development, community engagement, and organizational management. This position reports to the board of directors.

RESPONSIBILITIES

Strategic Leadership

  • Execute a forward-thinking strategic plan that aligns with the long-term goals of Boone County and its stakeholders. 
  • Identify and pursue new economic development opportunities, including business retention, expansion, and attraction. 
  • Serve as a visionary for the future of Boone County, ensuring the EDC remains at the forefront of economic innovation and competitiveness. 
  • Establish and maintain strong relationships with elected officials and integral leaders within the county and beyond. 
  • Cultivate a high-performing, collaborative team culture by mentoring and empowering staff to reach their full potential. 
  • Create an environment that values continuous learning, professional growth, and succession planning. 

Stakeholder Engagement

  • As the primary ambassador for Boone EDC, build and maintain strong relationships with local, regional, and state leaders, businesses, and community organizations, advocating for policies and initiatives that promote economic development. 
  • Build strong long-term relationships with the Board of Directors to effectuate strategic and operational assistance to further assist in the overall strategic plan and goals for EDC. 

Organizational and Administrative Management

  • Oversee the day-to-day operations of Boone EDC, including budget management, resource allocation, investor recruitment and relations, and staff oversight. 
  • Provide financial oversight of the annual audit, compilation of monthly financials to accountants, assist with budget preparation including annual budget hearings with elected officials. 
  • Work closely with the Board of Directors to ensure the organization’s governance and operations align with best practices and legal standards, including execution of annual filings. 
  • Provide direction and oversight in fundraising, including leading efforts to diversify funding sources to ensure the financial sustainability of the organization. 
  • Provide supervision and effectively communicate the metrics and KPIs for all projects to ensure alignment with organizational goals. Economic Development, Workforce and Community Development 
  • Collaborate with local educational institutions, workforce agencies, and business leaders to align workforce development programs with the needs of the community. 
  • Drive initiatives that enhance the quality of life in Boone County, including workforce development, infrastructure improvements, and community revitalization projects. 
  • Oversight and direction of lead activity, site visits, and incentive negotiations 
  • Lead and oversee all Business Retention & Expansion (BRE) visits, which generally comprise 60-70 visits per year 
  • Represent EDC at various public meetings 
  • Provide leadership in workforce development through programs including Second Chance, Counties of Inclusion and childcare opportunities in the county. 
  • Collaborate with local educational institutions, workforce agencies, and business leaders to align workforce development programs with the needs of the community, with particular focus on the Indiana Economic Development Corporation (IEDC). 

QUALIFICATIONS

  • Proven experience in a senior leadership role within an economic development organization, chamber of commerce, or similar entity. 
  • Strong understanding of economic development principles, including business attraction, retention, and expansion strategies. 
  • Demonstrated ability to mentor, inspire, and lead teams to achieve organizational goals. 
  • Exceptional communication and interpersonal skills, with the ability to engage and influence a wide range of stakeholders. 
  • Experience in strategic planning, financial management, and organizational governance. 
  • Bachelor degree in business, economics, public administration, or a related field (Master degree preferred).
